Submission of annual notice a legal requirement. Penalty £200 fine. Code of Conduct for Councillors requires members "to uphold the law and act in accordance with the law". Penalty at discretion of @StandardsComm

On Barra today where 75 out of 400 crofters chose not to submit their statutory annual notice this year confirming they are living on and using their croft. Need to understand what lies behind this before we decide next steps.

Interesting discussion in the Western Isles yesterday about creating new crofts without a right to buy. This would enable inclusion of croft houses with robust residency duty - something of a holy grail in rural policy. Food for thought.
