Our policy recommendations:.1. Institutional: strengthen HAPs; more long-term funding; equip heat officers better.2. Capacity: targeted capacity prog for most vuln cities; dedicated climate resilience staff.3. Tech: energy-off AC subsidies for vulnerable groups through heat plan.

Main findings:.1. All cities report short-term emergency measures.2. Many long-term actions are not correctly targeted at heat vulnerable pops ('incidental' actions below). 3. Many important long-term actions are entirely absent (eg insurance, cooling access)

We used climate models to identify cities with highest increase in v. dangerous heat index days in a 1.5C world. We conducted 95 interviews in 9 states, focusing on local gov officials in dist mgmt, health, planning, labor, horticulture depts.

Is India ready for the extreme heat of a 1.5C world? In a new @SFC_India report, we conduct the 1st multi-city analysis of the implementation of heat actions in India. We focused on 11% of the urban pop with some of the highest increases in heat risk.
