I just realized that my wedding ring is missing from its case in my checked baggage after landing at JFK. There is also a random shirt that isn't mine in that suitcase!?? Clearly this bag has been tampered with by TSA. That ring means a lot to me. Anyone know what I can do??

Great summary; I think one of the barriers not mentioned is that many international applicants are often no longer students; they’ve graduated and are no longer affiliated with a school. Also, malpractice coverage would be a major issue as well.
