GOP budget delivered on at least one of Trump's campaign promises—or did it? The "No Tax on Tips" bill does not actually eliminate taxes on tips, and the lowest paid tipped workers will not only see no benefits, they will be hurt by cuts to Medicaid, SNAP, and housing programs.
