Perhaps there is a next step process to explore of taking the promising directions offered by the Roadmap, and inviting both additional community proposals, and, importantly, deeper elaboration on the *why*: unpacking the justifications, assumptions and theories of change.

There is a slight irony that it's put forward as the 'best current guess' of a small group, rather than output of a CI process, but to offer a "Yes, and. ". .

Significant credit to the CIP team for their experimental approach, open shared learning, thinking aloud in this Roadmap & inviting feedback. The work demonstrates real innovation of 'insider' approaches that can nudge the development of AI systems in more prosocial directions.

This included need for robust meta-governance (oversight), work to transform decision makers as well as decisions, and to recognise we're not starting from scratch, but instead build on existing governance ecosystem. These issues all feel somewhat absent from the current Roadmap.

Back in April last year I reflected on a couple of important components for making large-scale public engagement around AI effective ( (9/.

It's notable that action is centred in the draft definition of CI in the draft Handbook of Collective Intelligence ( which defines CI as "groups of individuals acting collectively in ways that seem intelligent." (8/.

Ultimately a full roadmap for AI democratisation needs not only collective intelligence, but also focus on collective power: where participatory processes don't so much extract preferences, as build connected collectives motivated empowered and acting in solidarity for change (7/.

And such democracy is also fundamentally a process engaged with power. While we may, as the Roadmap says, be "in early days of AI", we have been engaged in struggles of democratisation much longer. (6/.

2nd: It appears CIP’s democracy is mainly as preference aggregation: 'optimal' arrangements aligned with pre-existing public preferences. Yet, democracy should by a dynamic process, involving both discovery *and* transformation of preferences and policy options. (5/.

1st:For AI to be 'democratic' can't merely be about devt, deployment or monitoring of models. It must involve democratic debate about purposes of AI. CIP Roadmap takes us only to inclusion, at best collaboration, in AI devt. What about democratic sovereignty over AI agendas? (4/.
