In my PhD I am looking at how a figuration of stakeholders in North-Cyprus, both public and private, bet on offering international higher education opportunities to the middle class of the Global South with affordable and accessible English-Speaking and recognized universities.

One thing is clear. The "dream of the hub" is increasingly a political entrepreneurs’ legitimization strategy, one where real estate, finance and administration meet, shaping sovereignty & legitimacy in ways we should carefully examine.

But it might also be just an other sign of an era where communication trumps execution—where branding matters more than real projects. Look at, among many other possible examples, El Salvador & the Central African Republic’s more or less failed promises to become "crypto hubs."

Even in large state, you have these strategies : Look at the UAE’s World Archipelago, Saudi’s Neom, & other projects which offer cosmopolitan lifestyle and modern infrastructure articulated with (re)lax laws and relatively opened visa policies, in exchange for (a lot of) money.

It’s gaining traction. Look at how Mauritius or Malta are using their « attraction power » to brand themselves on the global stage and to convince their population they are doing the right thing to get the good out of globalization.

Is the "Monaco Model" bound to become a new imaginary for conflict resolution? Mini-would-be-states claiming autonomy, or larger state promoting free areas with specific legal frame in order to "win over globalization" & attract transnational wealth?

But also - Gambling, tax evasion, citizenship by investment - And also more opportunity for criminal activities such as money laundering & human trafficking.
