Moses had a hand in the early stages of the planning process for what became the Claiborne Avenue Expressway. Curiously, given later developments, Moses did not plan for an elevated highway, arguing that widening the street would have been sufficient.

In March 1922, Florestine Perrault Collins (then Bertrand) paid $1200 for the building at 610 N. Claiborne Avenue. There she established a photography studio where she became a leading image maker for Black Creole society.
