The T&C's are not favorable to them. They don't see the business potential at current stage. See nobody is a saint, everybody has to make money ultimately. Nation building, winning wars, etc is just for the Armed Forces - don't talk about the rest.

Theaterisation is currently not on the govts agenda. DMA/CDS have been tasked with internally structuring the system before any formal steps are taken. However, once it does come under the govt’s active focus, the IAF will melt like butter and be forced to quickly fall in line.
Important . IAF chief bats for joint planning & coordination centre in Delhi, not theaterisation . Basically, what he is saying is that you should not repair what is not broken .

Wonder why GOI cant buy 5 extra 404, given them to a crack natl aero-engine mission to prise open/dismantle/break, investigate and come up w/an Indian variant. Far easier said than done, but why not?.

Are we under-utilizing our premier institutes? . If you browse through patents filed by top engineering institutions such as IISc, IITM, IITD, NITs, etc - you would hardly notice anything in Aerospace, Defence, Marine, and Space. Maybe cause of least pvt sector participation.

India is ready to spend 19,000 Crores on pre-owned Airbus'. The airframe life of these aircraft is already reduced but on the other hand - we saved a billion $. Tough choice indeed. The move looks like a stop gap, and we would see spending on new versions of AWACS in future.
