"codifying" something into federal law does nothing to prevent the court from overturning said law. Abortion rights being codified into law would not have stopped this.

Today I signed a bill into law that will make period products free in Hawai'i's public schools. It's simple. No child should be forced to miss class because they can't afford period products and need to stay home. Thanks to all who helped make this bill a reality for our kids.
