He should urge Sri Lanka to ratify the Rome Statute retrospectively from 2002, when the peace process began, and to incorporate the crime of genocide into its penal code. Peace without justice is neither durable nor meaningful. #InternationalJustice #TamilGenocide

Mr. Solheim, having played a central role in the peace process, now has a moral responsibility to advocate accountability for the genocide, crimes against humanity, and war crimes committed against Tamils after its collapse, particularly the killings at the end of the war.

One of the primary reasons the LTTE entered negotiations was to establish an Interim Administration to address the urgent humanitarian crisis in the NorthEast. Prime Minister Ranil Wickremesinghe had an electoral mandate for this.

I still recall arriving in Thailand to see a banner reading “Sri Lanka Peace Talks.” It was deeply unsettling. It should have read “Sri Lanka–LTTE Peace Talks.” Even today, this mischaracterization persists and reflects a continuing misunderstanding by international actors.

A core failure of international facilitation was the refusal to acknowledge the true nature of the conflict: it was between two political entities, the Sri Lankan State and the Tamils, represented by the LTTE, not two factions under a single sovereignty.
