It's actually just a lower quality promotional render that's been used since the mid 2010s. I wouldn't worry too much, as it seems like DreamWorks did the same with some other characters, and they still frequently use renders from the old movies as well.
I don't know why Shrek is so hidden on the Japanese poster. Maybe marketing in Japan didn't think his design would appeal to the general audience there??

Yep! That one is for the VHS release of the movie over there. I assume once the movie was a success over there, they changed their marketing strategy to have Shrek be more prominent.

Since it's Shrek 2's 20th Anniversary this year, I would love to see DreamWorks partner with companies to bring back some of the old tie-ins from the movie, like Shrek Twinkies or M&M's!
It's crazy how often animated movies in the 2000s and 2010s advertised that "Someone from Shrek" worked on them. The Shrek brand was unrivaled back then.

Here's some sad news: Shrek and Donkey's Meet and Greet at Universal Studios Florida will close permanently on January 15th, 2023 to make way for "exciting new family entertainment" in the park.
On this day, 16 years ago, Shrek the Halls premiered on ABC in the US. The special garnered 21 million viewers for it's premiere. (November 28th, 2007) ⛄🎄

It's more accurate, but I still think the US one looks better visually. It makes sense to have the main character be at the center of the poster rather than in the background with a helmet covering his face, especially when this is the first movie in the series.
The 3D version of Puss in Boots: The Last Wish is basically lost at this point, as the movie hasn't been released on 3D Blu-ray in any country. It's a shame, as it was an amazing version of the film. Hopefully it gets released someday!
