40 percent just means that 60 percent of critics think it’s lower than a 3/5. So even if 60 percent of them all rated it a down the middle 5 on 10, it would still read as 40% on RT.

To elaborate: there’s a atmosphere & sexiness in their scenes. The chemistry is instant with just a glare. No need to force it on either side. No over the top facial expressions or delivery in an attempt to be sexy. No staggering age gap. No questioning why they dig each other.
