Most of the people who join dont do it out of genuine conviction for Salafist/Wahabi teachings either. Its just they built such networks that young poor urbanized people get lured with luxury and a religion that justifies it. Then they go and attack culture or ordinary muslims

I cant speak for Central Asians but I know among Circassians in the homeland - not just for Russian authorities Salafist-Wahabbis are usually viewn as criminals or gangsters hence why hatred has turned ignorantly against all of Islam for a lot of things they do
