@CAWaterAlliance @CaWaterBoards Yes, they must, but weren't yet developed to a degree that can be analyzed--let alone voted on. Our vote in fact provides forward momentum, and a process by which we as a state, as Californians, and as a Board can give full weight and evaluation of the VAs.

@RyanSabalow Correction: Several environmental orgs participated in voluntary settlement discussions for years & left the room when it became clear that the proposal would not come anywhere close to protecting #SFBay or San Joaquin #salmon at levels required by state & fed law. #NoThereThere

The State Water Board has adopted the Bay-Delta Plan Update for the Lower San Joaquin River and Southern Delta. As Board Chair @FeliciaMarcus emphasized, this is a starting point and makes allowances for voluntary agreements. Here's the press release

Our ED, Barbara Barrigan-Parrilla: "There are no #delta pumping restrictions, which is very problematic. The voluntary settlement agreements do not include reps of #Delta fisheries, EJ groups, residents, irrigation districts. These are the people who have to live with the water."
