5.a The ORR says: Competence is the ability to work to an agreed standard on a regular basis. It involves practical & thinking skills, experience & knowledge, and may include a willingness to follow agreed standards, rules & procedures.

4. The HSE expands on this as says that Competence can be described as the combination of training, skills, experience and knowledge that a person has and their ability to apply them to perform a task safely.
