The WRU could have forced their own team into North Wales at any time they wanted to . That they scrambled so hard to do so, upon learning of the proposed Scarlets-Ospreys merger years ago, shows how unprepared they were for a team in the North. They were begging councils for £m.
@TheWelshDragon9 They could in 2002-03, when they wanted a development region up there. But clubs down South said no out of short-sighted greed and self-interest. They could in 2008 when RGC 1404 was launched after WRU approved strategic plan. They could in 2018-19 during Project Reset.
