Is a warrant too onerous to get? The IC would say "yes!" But there are exemptions, including in exigent circumstances that involve immediate threat of harm or violence. However, we cannot continue to carve out the Fourth Amendment for the sake of convenience and ease.

The role of amicus in FISC proceedings should be expanded in cases involving sensitive political targets, or substantial civil liberties concerns. RISAA included some reforms, but @GSchaerr emphasizes that there needs to be proper redress for those illegally surveilled.
