Wishful thinking, but I doubt the water is doing any damage. That part of the world experiences lots of winter weather. It will delay repairs though. Hopefully out of business for a few years.

It’s probably not water, but a special foam that firemen use to put off petroleum fires, as water is useless, and makes things even worse.

No. I've worked in chemical plants. And yes, also during wintertimes. The only thing that could happen is that cables get heavy. A bit of steam helps to prevent damage. Workers there know what to do because they are used to it.

If they're doing it right, they're spraying the equipment near the fire to keep it cool and prevent spread, which is all they can do.
The oil fire itself is too big to put out with water: if they don't have foam to smother it they'll have to let it burn out.

All we can do is hope there are critical items damaged that they don't have spares for and can't make themselves or buy on the open market.
