I remember some izakayas used to charge foreigners extra for the table charge in the 2000s (we used to call it the gaijin tax). If you called them out on it (in Japanese) they would say it was a "mistake" and charge you the normal amount 🙄.
An increasing number of tourist spots in Japan are charging foreign tourists different rates than locals pay. Some online say the practice amounts to discrimination. But what does Japanese law say? One lawyer says it's (probably) okay (more below).
