They were cited and released to appear at Bridgeview Courthouse on Monday morning for their initial appearances.

Kelly ROTH, 27 years of age, from Palos Heights, IL; Ryan SCANLAN, 29 years of age, from Chicago Ridge, IL; and Franklin BUTTRON, 38 years of age, from Worth, IL were all charged Friday morning with felony counts of Continuing Crimes Enterprise and Aggravated Identity Theft.

The Cook County State’s Attorney’s Special Prosecution Office was contacted and presented with the facts of the case. On Friday, February 23, 2024, the subjects were each charged with a count of Continuing Crimes Enterprise and Aggravated Identity Theft (victim over 60).

All three subjects confessed to their parts in the crimes and were released without charges on the above dates, pending further evidence. Video and other evidence was collected and the investigation was completed.

On the afternoon of February 1, 2024, the third suspect was taken into custody at her residence in Palos Heights. A search warrant was executed on her residence and, again, a large amount of stolen mail was recovered and victims identified.

On the morning of January 30th, 2024, two suspects were taken into custody and several search warrants were executed on vehicles and residences. A large amount of stolen mail was recovered and numerous victims were identified.

Using information from the stolen mail, they would then steal the identities of the victims to forge checks and deposit them at various banking institutions. Many victims’ debit/credit cards were also used to make purchases at multiple retail stores.

A suspect was identified during an arrest made by Crestwood PD on January 25th, 2024, which led to the identification of a group of individuals involved in an organized crime spree.

Residential doorbell cameras, and security systems have become integral in most of our criminal investigations. The quicker Palos Heights Police Department can get in contact with homeowner’s to review resident’s cameras, the more efficiently we can solve the cases.

Palos Heights Police Department made an arrest on Tuesday for a strong arm robbery that occurred on February 4th, 2023. This case would not have been charged as quickly as it was, if not for video obtained at different locations.

The city will be conducting maintenance on the tornado sirens this morning. This will include testing the audible siren. We will notify when testing is complete. Thank you.
