It's really not clear what that statement could refer to since the houses appear to be building code minimum from the documents & photos on the WCC project page & are unlikely to even comply with the new building code energy efficiency requirements coming into force 1 May 2023.

Perhaps you got this from the WCC media release which says "All the townhouses are designed to be ‘passive’, meaning they’ll self-regulate their temperature to be warm in winter and cool in summer, and create cost savings for tenants.".

3 things that stand out showing this is nothing like Passive House:.- standard poor-performing NZ windows.- no ventilation system.- maintains 16 C which is not comfortable or healthy (if it were Passive House it would be 20-25 C).
