"Exploitation value and exploitation difficulty" appear to be 2 major factors when it come to whether a vulnerability will be exploited in the wild

58% of vulnerabilities that received media attention in 2023 were not exploited in the wild 72% of vulnerabilities with a public proof of concept (PoC) were not exploited in the wild

Interesting note by the Mandiant team, "We continue to assess that media attention and exploit availability do not guarantee exploitation nor are they the primary indicators that a vulnerability will be exploited"
