If he is legal to drive and has passed his test there is no valid reason for you not "allowing" him to go. You'll just come across as an asshole. Simply explain you love him very much and your concerned due to his lack of experience driving and that if anything happened to him.
My 17yr old son has been driving for 2 weeks, he has an old fiesta. He told me he was going to Somerset next week for a few days with his mates and hes driving (from Lincolnshire). Its a 250 mile journey, 5 hrs & he hasnt driven on a major motorway before. Ive said he can't go.
