The budget cap in 2021 was $145m, 5% of it is $7.25m, that is the upper limit of the minor breach.
According to Ferrari (and Mercedes) $5m plus in development equals half a second, but even $1m can mean tenths.

Ferrari designed and built a completely new engine around the E10 fuel, not just modified the current one to accomodate it. We sacrificed two seasons for it, it's not Ferrari's fault that we and Shell did a better job than others.

I hope some of you know, that you are celebrating the loss of probably the best engineer Ferrari has. I am obviously biased, but losing such a technical genius will have an effect.

On a track that was supposed to favor the Red Bulls, the performance of the F1-75 was superior, but the reliability is still our weak point. Carlos could have easily got P2 😔 Hopefully they can solve these issues, because we have the car for the championship.
Ferrari lost not only a team principal but practically a technical director too. 100 days before the start of the season, with important works to be done. Good luck replacing him in both roles
