This has turned into a platform for Houston. It would be one thing at any other committee, but Rules limits comment to items on agenda, and specifically about issues of scheduling. But this is Houston saying he will basically move someone's car, which is like, a crime.

City Attorney just weighed in that council is inm "dialogue about an item that is not agendized". Pretty clearly a Brown Act violation that the committee and Jenkins appear to be allowing.

They had to adjourn into a special meeting because Houston is here to make a comment. Hard to piece together what he's talking about. he says an elder is complaining about someone living in front of her house in a car, he says this has to do with his proposed revisions to EMP.

Allied rep complains security contract didn't end up on scheduling agenda. Saying Allied won RFP process "lengthy, multi stepped process undertaken shouldn't be discredited by ignoring staff's rec & proposing an alternate award based on what appears to be personal preference"

Wang may bite off more than she can chew on this, as it turns out OPD relies on good faith from other sate LEAs on Flock sharing. OPD by its own admission, can't monitor all the requests to ensure they aren't for fed sharing. Flock is inherently hard to hold accountable to CA law.

Sitting in on the second to last Rules meeting of the legislative session [and actually could be the last]. It's very short tho, and I don't see the Allied/Marina proposal, which was in a draft agenda a day or two ago.

It should be made clear that the County screwed up its interest request process, which means, the process has to start all over again. There is still time to get this deal on track, and to demand that Wang be held accountable for her unconscionable anti-homeless rhetoric.

The public would have had its first look at the ideas when the statements of intention reached council, public would have mobilized to support or oppose. For some reason, these actors wanted to forego that process,.
