None that I have heard of. Normally by definition a refugee is fleeing his/her country of origin/residence and is processed in the country of refuge first as an asylum seeker.
Just as an interesting aside...are there other countries where you can apply for refugee status, and have that processed, from within the country you seek to flee from?
