80% of police officers in Kenya are either alcoholic or battling serious mental illness. That is a big problem whenever they have to interract with civilians especially when armed. Met two in the morning fully armed and smiling of used jet fuel.

In the Chapter on Miguna Miguna, I have documented how in 2011 despite shortage of Judges and want of technology, a case filed in August was determined in December. In between were 5 adjournments and rotation before 5 Judges. The lethargy nowadays is unprecedented.
