If you have this issue, there is a "magic" fix. Delete your Island Settings and place a new instance of Island Settings. I don't know why this is happening or why this fixes it. I just remember someone saying it helped them and it just worked for @74_Yoppie too.

Opening the buy menu as the game starts soft locks your game in Ballistic appearntly. On the next round I could move but opening the menu locks you again. @FortniteStatus
