This is going to be interesting. Government relies on Councils to uphold the facade year on year that budgets are met, along with all statutory requirements for care and support. No unmet need, so there is no way to know what the real cost is! Budgeting is therefore arbitrary.

We have just launched an urgent strategic litigation funding appeal and need your support. We are demanding transparency on social care funding, and need to raise £3,000 by 30th October to hold the Government to account. Find out more and donate here: https://t.co/7b8kAuouBJ

We’ve had some great compliments on our PA employment status report from all sorts of people. These include local authorities, voluntary sector, Disabled People’s Organisations and businesses. And most importantly, people who draw on PA support every day!

4. We have gone to great lengths to describe how things are. This report on employment status of PAs is not an opinion but the best description of the situation according to a working group that includes regulatory bodies.

3. Over the last year we gathered a working group to pinpoint the issues and move towards a clearer situation.   We are very aware of the sensitive nature of PA employment status - for people who draw on PA support and the many organisations and businesses who support them.

2. We engaged with regulatory bodies and sector advisory groups for over 20 years and watched on as the debate about the employment status of PAs developed. But over this time little real progress was made.

1. We wholeheartedly support a mixed market of personal assistants, that includes genuinely self-employed PAs and micro-providers. This will provide the most options and the greatest choice for people that draw on personal assistance for support.

We know some issues in our recent report about the employment status of PAs aren’t always easy to understand or might be misconstrued. And we want to be as clear as we can. So we’re setting out our position on a few key things. (A thread)

Great report from the @NationalDPforum and others examining the employment status of PAs and how we can support Direct Payment recipients better. #directpayments #employmentstatus #personalassistants #selfdirectedsupport

We agree @vicilou. We do not want (and have never supported) a ‘no self-employment’ policy, either by local authorities or within legislation. It would run in complete contradiction to people who use PAs having choice and control, making their own decisions about their support.

Support and guidance is welcomed. Sudden instruction to stop genuine self employed PAs is not. Support, guidance and resource for DP organisations around this is also welcomed! I want my sons support to be led by his choices but that choice should also be an informed choice.

“This report examines how, where and why self-employment applies, what being a self-employed PA means in practice and what introductory agencies need to do to ensure they are operating fully within the law.” “It also crucially aims to protect people who use PAs”

Good to see 70+ people at our meeting this morning! A useful discussion on work to improve PA recruitment from @dasl_lambeth and an update on the work of the @ILG_Community And of course, just out, our PA employment status report which was warmly received. More on this to come…

A great DRE judgment against Windsor&M (Emma Foubister for RW): covers meaning of 'necessary', the link with one's budget and applying wellbeing to DRE claims. NAFAO, Councils, LGSCO must now apply, in guidance to LAs and complaints! https://t.co/9Fv4GTqBjn
