It depends on said mod. If it's an original creation, then sure you can charge for it. But A reskin of a licensed character is not worth 10 dollars. So not all.mods should be free.

But with all that said: Cross is one of my favorite games ever and i consider it to be better than Trigger. The music, character designs, and world building in Cross is just incredible even to this day. Also Kid still has one of the best designs for a main female character.

Honestly, whether Cross is a direct sequel or not has always been a hot topic debate since Day 1. Yea i know the main devs said it's not "Chrono Trigger 2" since they can't call that and not have Chrono as the MC again. But considering the advertisements and story itself saying.
Today in RPG history. Squaresoft released Chrono Cross for PS1 in NA on August 15, 2000. Happy 25th! Kato and Tanaka were adamant that this was not a sequel to Chrono Trigger, thus Cross is best seen as an offshoot or spinoff, and indeed it is a dramatically different game.
