To my knowledge the only Vande Bharat train operating out of Chennai travels on the Chennai-Bengaluru-Mysuru sector. This train is half full most of the time (can be verified in Irctc). Second it is barely faster than Shatabdi. Third I doubt any driver can afford the fare.

Tamil Nadu gets back 0.29 Rs for every 1 Rupee it contributes to the exchequer. For Karnataka it's even worse. Less than 0.15 for every Rupee. These are hard facts. UP gets more than 2 Rs for every Rupee it gives. Bihar gets more than 9 Rs for every Rupee given.
