This is too simplistic an explanation. Labor costs in many countries is 10-20% of the US so even with tariffs it’s much cheaper to make them abroad. The constantly changing tariffs don’t create an environment where an American business would invest in a new plant which takes.
The concept of tariffs is simple. If you're manufacturing your goods in other countries because foreign labor is cheaper, you will be charged a tariff, so you lose that advantage. This will encourage companies to manufacture in the United States, creating jobs. Jobs. We all know.
