Learning how to adapt on Aphelios is giga high skill ceiling. You can't perma keep ideal gun rotation. No mobility in his kit. Need to know how to play with multiple ranges to get the most out of him. Need to learn his animation cancels. You need all aspects of adc to pilot him.

When you're referring to adc's as hard you're talking purely mechanically and skill ceiling being high. Aphelios is not the hardest mechanically but to pilot him you have to do a lot of smaller things in the game to actually pilot the champ. This isn't true for kali and cait
