it appears the osfm saying that some repairs were not completed in accordance with waiver requirements. $soc response is that those repairs were made before waivers were issued and were made in accordance with previous standards which they were instructed to do by the osfm

The osfm is saying $soc hasn’t completed all repairs that range from immediate to 180 days out as ordered in the waiver. SOC is saying they have. Maybe the ccc ruling requiring a cdp has caused the osfm to say since the work wasn’t permitted it isn’t complete without a cdp
