And there you have it. I don't see how this initiative builds a single more home, and I'm unclear how the federal government's decision to waive its own development charge freeze condition will help lower homebuilding costs.

I asked several officials about this; one was gracious enough to let me know that the feds accepted "alternative measures", such as increased support for purpose-built rental homes and affordable rental homes, and deemed those an acceptable replacement for the DC condition.

EXCEPT... Toronto doesn't meet the second conditions! Depending on the type of unit, development charges in Toronto are 20-40% higher than they were in April 2024. So they shouldn't qualify!

But not exactly free, because there are conditions. Toronto is receiving this funding as part of the federal government's CHIF program, which has two primary conditions: fourplexes as-of-right, and development charges at, or below, April 2024 levels.

Yesterday, the federal government announced that they're paying for $283 million of the project, which wasn't part of the DC study (grants/subsidies were listed at $0). So $283 million in free money.

The Black Creek project was in Toronto's development charge study. It had a cost of $689 million, of which 38%, or $262 million, would be paid for from general revenue, and $427 million from development charges.

The Black Creek project is not new. It's something Toronto already committed to doing and has been collecting development charges for.

Fantastic article by @brendanwhitsitt on a core question- if the urban house is too scarce and thus expensive for middle class Toronto families, whatβs the alternative? Drive till you qualify suburbia? Or urban apartments? If families keep choosing houses in semi suburbia- Why?

I often talk about my experience buying a new home in 2004. New freehold housing is all but extinct in Ontario. Everything is either a condo or a rental... and condos appear to be the next to go.
