I finally go ahold of a human and they reset things for me! Turns out there is no way to reset this on your own so lesson learned is alway shave a backup 2-factor system.

PSA: resetting your phone to factory default is all fun and games until you have to reset all of your 2-factor authentication keys and your university app doesn't seem to have a way to get to do so. .
