For us, Hungarian researchers, this result is quite bittersweet. I would say: .“do you want excellent results with minimal investment? Invest in Hungarian researchers!”.

Hungary is ranked first in Sci&Tech according to The Good Country Index, that looks at the contribution of the scientific community compared to the size of the economy, which is really very high, considering that salaries are really negligible compared to the Global North.

I study academic knowledge production for 5+ years now, published 70+ academic papers and a monograph on this issue , so when I think that, with ANECA reforms, Madrid is the center of the fckng world, maybe I'm right. I feel lucky, because it is my favourite place as well :)

Contrary to expectations, prestigious scholarships awarded based on qualitative assessment, ignoring preliminary results, rarely lead to the enhanced performance of the supported researcher. In fact, the performance of these researchers tends to decline.

Taken together, these two results suggest that subjective evaluation neglecting preliminary scientific achievements is likely to lead to poor decisions, supporting less productive and less impactful researchers.

Our analysis also revealed that those who were already outstanding benefited the most from receiving the scholarship, while those performing below average did not improve and, on average, even worsened their previous performance.

Lately, there has been much discussion in the academia about the need to consider qualitative criteria alongside or instead of scientometric indicators. This is sometimes referred to as "ethical scientometrics," although I dont know any credible ideas on what this would entail.
