. this is not some pie-in-the-sky liberal idea, under Republican control as recently as 2024 the House passed a bill continuing to give specific legal responsibilities to USAID and its career staff, with specific instructions and requirements for action.

2. Beyond appropriations, in authorizing law USAID was created as an act of Congress. It was given particular authorities and a particular mission. Abolishing the agency is not up to Secretary Rubio.

. and important to note current discussion in DC on *this* year's spending bills=continuing resolution. Meaning not only last year's funding must be spent, but funding levels will continue into the future. Policy remains. Again, appropriations are not optional they are law.

. it means Sec. Rubio *must* spend the money appropriated in the time indicated. Where the law specifies which organization it must go to, he does not have authority to change it. Where it does not, then admin may change *who* the money goes to, but not the amount or the purpose.

Secretary Rubio does not have this power under U.S. law. The State Department can has the authority to set policy within the scope set out the US Constitution and by legislation passed by Congress and signed by the President. But this is not that. A quick thread. .
