This makes me think it definitely wasn't a budget issue or a scrapped design but something deliberate, since they had the assets for the torso and probably the legs too.

What's even more interesting is that they actually used the 2012 torso print in the show for Yang's first design and the past master of sound, just not Wu for some reason

There was also a new character that looked almost identical to the hydro whippers but he had like a really crisp black and white color scheme.

This probably doesn't mean anything, but I had a dream that one episode of s4 got leaked (literally just that one episode) and it had a new monastery in it with a whole racetrack attached to it for some reason.
I hate how most of the Monasteries in Dragons Rising are just the original reskinned, these more unique ones look so much better! And I know the Tournament Temple City one is a reskin, at least they made actual changes to it.
