The issue fundamentally with the item is that it's just weird. It doesn't serve any purpose other than raw AP+Haste, but because that's it, you'd rather have cosmic drive even over this. You can't begin to look to get this until 3rd+ item, at which point any of the above.

Doesn't change that the item is just bad. Ask yourself why you're ever building this and when? .120ap and 25haste + reveal. Ok. Is this better than any of the mpen items? No. The pen from Crypt will outdamage it despite the higher AP. Is it better than dcap? No.Zhonya? No.

Severance is the best series I've seen since Breaking Bad. Absolutely amazing.

This is my take on this (if we're assuming pro players and champion skill ceilings/difficulty/knowledge etc all required). Shaco is his own tier because his skill is extremely difficult to measure, cerebrally he's higher than anything on the list.
