Digital preservation would seem to face a monumental task tracking the iterative evolution of open-source LLMs, let alone proprietary ones. Relying on firms taking steps to preserve as an afterthought doesn't inspire confidence.

/3 There is potential for inequality in dealing with TPMs, with lowest confidence among the smallest institutions. These had less resources to assess legal options or to engage with publishers to request removal of TPMs for research and preservation.

2/ In Europe there are legal procedures to request removal of TPMs. But these are slow and under-utilised. Only 37% of institutions and 29% of individuals had made a formal request to a rightsholder to remove TPMs in order to benefit from an exception to (C).

1/ TPMs are a major source of disutility, with 48% of institutions and 80% of individuals reporting they would avoid acquiring TPM-protected materials. The inability to print, manipulate, format shift or otherwise access works were the main blocks for users.
