Proposals in @usedgov looked similar to what admin put out last year - increase to Pell, free community college. Small increase to CTE and Adult Ed Programs.

Given topline agreements, partisanship in negotiations and other important issues, the key for workforce advocates will be to advocate for an overall investment that works for workers and businesses.

Proposals for the existing systems necessary to implement some of these included small increases or none at all. Separating the new, exciting proposals from the systems investment, though, leaves WIOA and other programs underinvested in.

This morning, the Senate Appropriations committee passed the Labor-Health and Human Services-Education bill through committee. Level funding for #wkdev, small increase for #apprenticeship. Supported by members on both sides of the aisle.

This week shows critical role of network & partner advocacy. Jobs that require skills training are the very backbone of our economy. Skill needs are widespread, urgent. Workers & biz need Congress to live up to their commitment to people & communities by supporting skills.

The mark up didn't happen. Workforce champions on both sides of the aisle, put in work on JOBS Act, legislation to support Industry or Sector Partnerships, Career Pathways and apprenticeship. And this work is progress Congress can use to advance those priorities in the future.

Senate bill also improves on crushing cuts proposed by House appropriation bill - which would zero out #wkdev youth programs and cut others by nearly half. The House bill won't be enacted, but it is a depiction of priorities coming from the subcommittee's conservative members.
