We find the regulation reduced Telcel’s share in prepaid lines, suggesting improved market competition. But interestingly, Telcel gained share in the postpaid segment, likely due to customer service improvements driven by the regulation's obligations.

We find evidence that increases in program scale, in terms of enrollment and utilization, reverted to the mean, facilitating the identification of outlier provider behavior, leading to an increase in fraud investigations and civil recoveries.

My new article with Victoria Perez, Finding fraud: enforcement  detection, and recoveries after the ACA; analyzes fraud enforcement efforts by the Medicaid Fraud Control Units following the large Medicaid enrollment after the affordable Care Act.

We found that among all US reservations in the American Southwest in the early 20th century, those that had extensive contact with missions had a higher percentage of Catholics, lower crime rates, higher yields in agriculture, and earned income at a higher rate.
