Likewise CPP can focus on return and the long-term. The distinction isn't contributors vs non-contributors - these are public pension plans! for hardworking Canadians! - but managing money well for both today and tomorrow's contributor/retiree. Again, pensions for the long term.

The CDPQ's dual mandate on returns and economic development promote a long-term horizon within which to prioritize the beneficiary/contributor's interests. Pensions are long-term investors, so that's a good thing.

The article talks about "the interests of all Québécois, not just those receiving a pension" - almost all working Québécois contribute to CDPQ as our provincial public pension plan. The interests of the province as a whole align with the interests of beneficiaries/contributors.
