This has been bad. Wishing Ethiopia a swift recovery and a tailoring of its export oriented industrial strategy primarily to African markets (AfCFTA), followed by Middle East, Asia and then others. Lower income countries cannot afford such set backs.

Look at the US. When you dillydally on smart, trade oriented industrial policy as the US has done for the past few decades, you fall behind. Lesson for LMICs: don't listen to the remaining mainstream naysayers on modern export oriented industrial policy.

This is not necessarily a bad thing. Development and progress does not come from aid. It comes from the local political economy and political settlement. When aid undermines the local policy process, and it often can do, it can hold countries back, despite the $.

This week I visited a potato coop, a potato seed youth producer, and the governor of Nyandarua County in Kenya, with one of Africa’s best agri value chain coordinating bodies: the National Potato Council of Kenya. A good e.g. of public- private industry specific coordination.

The Cashew industry in Côte d’Ivoire is a model for modern industrial policy in Africa. It’s not over the hump & much ways to go but the progress in increasing processing from 2% in 2008 to 30% now is inspirational. Other countries should learn from it.
