I feel every bit of this.
If I were a supervillain trying to reduce the productivity of the nation's brightest scientists, I would have them spend weeks working on grants that only have a 10% to 20% acceptance rate. Then, I'd get them to waste any remaining time with @SAPConcur for travel reimbursements.
