Since bonus pools came into play in 2012, the only clubs to dip into their overage every year are the Cubs, Dodgers & Giants. The Cardinals had done so every year until this one. The only teams never to exceed their pool once are the Rockies and Twins.

The Guardians were the only club to spend every penny of their 5% bonus pool overage. The Mets came within $5 of doing so.

Teams cam spend up to 5 percent over their bonus pool without forfeiting future 1st-rd picks (they do have to pay a 75% tax). Twenty clubs dipped into their overage, the lowest total since 2021 (also 20).

The Rays signed Phillips for $629,200, the 2nd-highest bonus ever given to a non-drafted free agent ($732,500, T.J. Friedl, Reds, 2016). Philips was a potential top-three-rds pick before a hand injury and a stress fracture in his lower back limited him to six starts this spring.
