Ok it turns out this was a terrible idea, because all the people that are not willing to pay for public transit are the ones that cause problems and ruin it for everyone else. You have to charge to keep it nice.
@verymoisturized I wonder what would happen if they took away food stamps, which are usually traded 30c on the dollar for drugs, and used the money to make public transit free.
