The DLC consists of multiple quests, each unlocking the further you progress trough the story of the game.

For the record, I don't think P5 comparisons on an smtv review are inherently bad. The problem is that people unfairly compare the two. Treating Persona as a gold standard ignores that SMT is trying to be its own thing and keeps it from standing on it's own.

The worst part about this is that Twin Peaks was made in response to the commodification of death and murder on network television at the time. Laura Palmer's murder is meant to be treated with the utmost respect and not something to just consume. This is doing exactly that.
