Essentially, governments that do not see themselves as potential targets of enforcement are more likely to support EU RoL interventions. Reluctance to enforce the RoL EU-wide results from fear of becoming a future target of such enforcement!.

@carlos_closa @Giselahg_ We found that the configuration explaining pro-enforcement preferences are: .-Early EU accession.-Strong democratic institutions.-Being a net contributor to the EU budget. Newer member states that are net recipients of EU funds often show greater hesitation toward RoL enforcement.
